| New Social Insurance Regulations in Resolution No. 1111/2011/QD-BHXH
Pursuant to Social Insurance Law No. 71/2006/QH11, Health Insurance Law No. 25/2008/QH12, and decrees and circulars on Social Insurance and Health Insurance Law, on October 25, 2011, Government issued Resolution No. 1111/QD-BHXH on colleting management of Social Insurance, Health Insurance, Social Insurance Book, and Health Insurance Card. There are 3 important points that you should pay attention:
1. The changing of Social insurance rate in 2012 and 2014:
- January 01, 2010 – December 31, 2011: the total Social Insurance rate is 22% of the monthly salary or income; in which the employee accounts for 6% and the employer accounts for 16%
- January 01, 2012 – December 31, 2013: the total Social Insurance rate is 24%of the monthly salary or income in which the rate for employee and employer are 7% and 17% respectively
- From January 01, 2014: the total Social Insurance contribution rate is 26% of the monthly salary or income in which for employee and employer are 8% and 18% respectively.
2. As the roadmap of Health Insurance Law 2008/QH12, Health Insurance Contribution Rate will be increased to 6%, however, the payment rate of Health Insurance is just increased to 4,5% in which the employer rate is 3% and the employee rate is from 1.5%.
3. The most important point in Resolution No. 1111/2011/QD-BHXH is the changes of forms and regulations of Social Insurance and Health Insurance. This Resolution points out the purpose of each form, whose responsibilities to make, when to make, basis to make, and how to make these forms.
